Bio

Alfonso is a member of the Advisory Council for the Public Law Department at Gómez-Acebo & Pombo.

He is specialised in Contentious-administrative law, Parliamentary Law, Regional and Local Law, Town Planning and Environmental Law.

He holds a Degree in Law, with distinction, from the Complutense University of Madrid, where he has also completed Doctorate Courses; Diploma in Constitutional Law and Political Science from the Centro de Estudios Constitucionales and Master’s Degree in Urban Planning Law. Since 1990, Civil servant pertaining to the Corps of Lawyers serving the Madrid Assembly, having obtained such position through competitive examinations in which he gained first place. He has served as Director of Parliamentary Management, Director of Studies and Documentation, and Deputy Secretary General. He has served as collaborator with the Law Office of the Carlos III University in Madrid, between 1994 and 2008, where he participated in drafting various provisions, laws and regulations, at the state and regional levels, particularly with regard to urban planning issues. He has also served as collaborator with the Instituto de Derecho Público (Barcelona) in the preparation of the “Autonomous Communities Report” (2004-2011) and President of the Administrative Court for Public Procurement of the Madrid Assembly since November 2011.

He has authored over a hundred publications in books and specialised legal journals. He is the co-author of the manual on “Administrative Law” (Derecho Administrativo) published by Editorial Dykinson, volumes I, II and III (2106); the manual on “Means and Forms of Administrative Action” (Medios y Formas de Acción Administrativa) (2019); he has directed various collective works, including, “The Legal Regime for activity sectors in the Community of Madrid” (El régimen jurídico de los sectores de actividad de la Comunidad de Madrid) (2017), “Introduction to the Spanish Constitution of 1978” (Introducción a la Constitución Española de 1978) (2018), “Users Manual for Representatives” (Manual de uso del Diuptado) (2019) and “Parliament in Times of the Pandemic” (El Parlamento en los tiempos de la pandemia) (2021)
